- CDFW has executed Lake and Streambed Alteration Agreement No. 1600-2017-0396-R2, pursuant to section 1602 of the Fish and Game Code to the project Applicant, HBT of Riolo Vineyards, LLC. Project is limited to mass grading and the installation of drainage-related infrastructure associated with the development of a residential subdivision in southern Placer County. The project as a whole includes the nine following sub-projects: Culvert 1 and Associated Structures: The existing three culvert pipes that constitute a crossing under PFE Road, which are too short for the road widening to the north, will be removed and replaced with two 36-inch diameter, 345 foot long concrete culvert pipes. A 82 foot long 792 square foot rock rip-rap outfall will be installed below the pipes to collect and discharge road drainage into a water quality feature north of PFE Road. Culvert 2 and Associated Structures: The existing two culvert pipes that constitute a crossing under PFE Road, which are too short for the road widening to the north, will be removed and replaced with two 36-inch diameter, 228 foot long concrete culvert pipes. A 172 foot long 545 square foot rock rip-rap outfall will be installed below the pipes to collect and discharge road drainage into a water quality feature north of PFE Road. Culvert 3 and Associated Structures: This project consists of the realignment of the tributary to Dry Creek, installation of headwalls, and a 15-foot wide, 133 foot long quadruple plate natural bottom arch culvert with an arch height of 4'-8". The culvert will outfall onto a 2,590 sq. ft. rock rip-rap outfall, which will collect and discharge road drainage into a water quality feature north of PFE Road. Water Quality Feature (BMP): Three outfall from Culverts 1-3 will discharge into this linear water quality feature, designed to treat water and then flow passively to the avoided wetlands. Culvert Removal/Tributary Restoration: The existing driveway to the property will be removed and approx. 20 linear feet of tributary to Dry Creek will be returned to its original grade. Grading will match the upstream and downstream portions of the tributary and will be followed by installation of erosion control measures with native see to stabilize the channel. Multi-Use Trail/Utilities Culvert: The multi-use trail and utilities will cross the open space/tributary to Dry Creek. A 12" waterline and a 10" sewer line will be installed in an open trench, and a 15' wide 50 foot long plate arch culvert with headwalls that will leave the bottom of the channel natural post construction will be constructed at the crossing. Walking Trail Crossing: A walk trail will be installed through portions of the open space including two crossings of remnant ditch wetlands. The two crossings will consist of two pairs of 6-inch HDPE pipes each. Dry Creek Bike Trail and Culvert: the Dry Creek bike trail will traverse the northern extent of the project from east to west. One seasonal wetland will be crossed on the east side of the project and one crossing of the tributary to Dry Creek will occur to the west. Two 24-inch pipes will be installed at the seasonal wetland to allow flows under the trail. At the tributary to Dry Creek, an 84-inch culvert will be used. A variety of other culvert pipes will be installed under the trail to ensure that storm water can pass freely at low points. Associated with the bike trail will be a 24-inch recycled water line, an 8-inch sewer line, and a 12-inch sewer line in a joint trench. Additionally, a sewer line from the Placer Vineyards Specific plan will traverse the same impact area within the Riolo Vineyards project to connect to a sewer lift station on the Riolo Vineyards project area. Mass Grading: Mass grading will occur to accommodate the development of the site, including 7.1 acres of 100 floodplain fill to accommodate pads along the edge of the floodplain. Floodplain volume will be re-established by removing soil within the floodplain that will remain undeveloped as agricultural lots.
