McCloud-Pit Hydroelectric Project
Description
The McCloud-Pit Hydroelectric Project (Project) is owned and operated by the Pacific Gas and Electric Company (PG&E). The Project is located on the McCloud River, Iron Canyon Creek, and Pit River, in Shasta and Siskiyou counties, California. The 368-megawatt Project consists of three power-generating developments. These developments collectively include two storage reservoirs (McCloud and Iron Canyon}, two regulating reservoirs (Pit 6 and Pit 7), one afterbay (Pit 7), three powerhouses (James 8. Black, Pit 6, and Pit 7), five dams (Pit 6, Pit 7, Pit 7 Afterbay, Iron Canyon, and McCloud), two tunnels, and associated equipment and transmission facilities. The average annual energy generated between 1987 and 2016 from the James 8. Black, Pit 6, and Pit 7 Powerhouses was 629.9, 341.2, and 470.3 gigawatt-hours, respectively. Forty-five percent of the Project lands are owned and managed by the United States Forest Service (USFS) and the Bureau of Land Management; 33 percent are owned by PG&E; and 22 percent are privately held. For purposes of the California Environmental Quality Act (CEQA) analysis, the Project being considered by the State Water Resources Control Board for water quality certification (certification) includes PG&E's Proposed Project, as described in PG&E's final license application to FERC on July 15, 2009, which includes: continued operation of the existing Project and improvements to recreational facilities; USFS conditions provided pursuant to section 4(e) of the Federal Power Act; FERC's final Environmental Impact Statement staff alternatives developed under the National Environmental Policy Act; and conditions of the certification necessary to protect water quality and beneficial uses.
