Long-term Operation of the State Water Project

Description

The proposed project encompasses SWP water diversion, storage, and conveyance facilities and respective service areas. Under the proposed Project, the SWP will continue to be operated to provide flood control and water for agricultural, municipal, industrial, recreational, and environmental purposes consistent with applicable legal requirements. The proposed project would update the on-going, long-term operations of the SWP based on new science, as well as information about the current status of listed species. The operational updates would minimize adverse environmental impacts to listed species and water quality using updated operational restrictions based on species data and other environmental conditions such as salinity and turbidity. SWP operations will continue to be coordinated with the CVP, in accordance with the Coordinated Operation Agreement (COA), the 2018 COA Addendum, and other operational requirements. The DEIR evaluates potential impacts associated with long-term operations of the SWP as modified to address operational requirements to comply with the California Endangered Species Act for issuance of an Incidental Take Permit by the California Department of Fish and Wildlife. The Incidental Take Permit would address potential impacts to Delta Smelt, winter-run Chinook Salmon, spring-run Chinook Salmon, and Longfin Smelt.
