- Santiago Island Village Treated Water Service Consolidation
- Description
- A request has been made to Diablo Water District (DWD) to provide treated water service by the Santiago Island Village (SIV) mobile home park on Bethel Island. Currently, SIV relies on a single ground water well to meet water needs at the site. Based on 2015 and 2017 sanitary surveys indicating ground water system deficiencies, the State Water Resources Control Board (SWRCB) recommends that SIV consolidate with DWD. SIV is considered a Disadvantaged Community (DAC) under the Department of Water Resources (DWR) and SWRCB definitions. Providing treated water service to the SIV requires the following actions: (1) approval of a Boundary Reorganization for the annexation of the project site to DWD and Contra Costa Water District (CCWD) by the Contra Costa Local Agency Formation Commission (LAFCO), (2) performance of United States Bureau of Reclamation Central Valley Project Inclusion review, (3) construction of a treated water service connection as well as related appurtenances partly within the public right of way and partly on SIV property, (4) acquisition of funding from DWR under its Proposition 1 DAC Involvement Grant Program, and (5) funding from the SWRCB under Proposition 1 Technical Assistance (TA) Funding Program.
