Removal Action Workplan, Former Assured Transportation Facility
Description
DTSC approved a Removal Action Workplan (RAW) pursuant to the regulatory authority granted under Chapter 6.8, Division 20, California Health and Safety Code (H&SC) for the PG&E former Assured Transportation Facility (hereafter" the Site") located at 3228 Gibson Street, Bakersfield, CA in Kern County. DTSC has approved a Removal Action Workplan pursuant to the Regulatory authority granted under Chapter 6.8 Division 20, CA Health and Safety Code (H&SC) for the former Assured Transportation Facility at 3228 Gibson Street in Bakersfield that occupies approx. 2 acre sin an industrial area in western Bakersfield. Currently, there is an office and warehouse building onsite. Companies which have leased this site during the past 50 years have included the following: Fair Haven Wastewater Disposal, Oil Center Partnership, Schafer Oil Company, Dowell Company, and Assured Transportation Company. Onsite soil has been found to be contaminated with petroleum hydrocarbons, perchloethene (PCE), trichloroethene (TCE), 1,1,1-dichloroethene (DCE), and chloroform. The Dow Chemical Company (DOW) is the responsible party at the site. A soil vapor extraction system was intermittently operational at the site from 1997 to 2011. Residual PCE contamination remains. There is also some organochlorine pesticide contamination in surface soil on the south part of the site. This contamination is from the adjacent San Joaquin Drum site. The remediation plan for the site details the methods that will be used to remediate the remaining soil contamination at the Site. The plan beings with removing any utility lines under the excavation area and grading the site. After mobilizing to the Site, the work will initialize with demolition of the Maintenance shop. Because the building contains hazardous materials, the demolition waste will be contained and disposed at a licensed facility. The contaminated sections of the soil will then be excavated. To ensure the contaminated soil above the approved cleanup goal is removed, soil samples will be taken at the bottom and sides of the remediation excavation. If any of the samples test above the target cleanup goals, excavation will continue around that sample location until the cleanup goal is achieved.
