The project (1) adopts a water conversation program to reduce the quanity of water used for the purpose of conserving water supplied to reduce costs; (2) requires the limiting of water usage by existing customers while giving priority to water needed for domestic use, sanitation, and fire protection, (3) implementing a moratorium on new water service connections, and (4) implementing other limitations of services as fiscally necessary in County Service Area No. 3- Castella Water
