Southeastern San Diego Encanto Community Plan Updates

Description

CDFW is intending to execute a Streambed Alteration Agreement pursuant to Section 1602 of the Fish and Gamde code (#1600-2018-0268-R5) to the project applicant, Affirmed Housing Group. The project proposes coarse grading of the existing topography throughout the project site, including the ephemeral drainage, in a balanced cut-and-fill operation to accomodate the construction of 47 single family and townhome market-rate residences, 113 affordable apartment units, 8,300 square feet of commercial space, and recreational amenities. Currently, the stream exists as a well-defined unvegetated channel, 2-3 feet wide at ordinary high water, in the bottom of a steep-sided canyon. Following site grading, the canyon will have a 20-foot-wide bottom and will be bordered by 2:1 engineered slopes. Rock slope protection will be installed in key areas at the toe of the engineered slopes, to stabilize the curves in high-flow situation. The stream will be recreated in the bottom of the canyon in roughly its current alignment with a gradient designed to maintain water conveyance. The canyon bottom and engineered slopes will be planted with arroyo willow, sycamore, coast live oak, and coastal sage scrub-associated shrubs. Project actvities also include the removal of an existing 138-foot long 36-inch culvert and installation of a 123-foot long 48-inch culvert to accomodate the extension of Hilltop Drive. The new culvert will be located south of the existing culvert, resultng in 87 linear feet of additional open channel and permanent impacts to 72 linear feet of arundo-dominated channel, for a net gain of 15 linear feet of open channel.
