DeSabla-Centerville Hydroelectric Project

Description

The Pacific Gas and Electric Company (PG&E) is undergoing relicensing of its DeSabla-Centerville Hydroelectric Project (Project), Federal Energy Regulatory Commission (FERC) Project No. 803. The 25.8 megawatt Project consists of three developments (Toadtown, DeSabla, and Centerville), which collectively include three reservoirs, three powerhouses, 14 diversion and feeder dams, five canals, and associated equipment and transmission facilities. The Project involves the issuance of a water quality certification (WQC) as part of the FERC relicensing of PG&E's existing Project located on Butte Creek and the West Branch Feather River in Butte County. Before FERC can issue a new license, PG&E must receive a WQC from the State Water Resources Control Board (State Water Board). This WQC will become part of the FERC 30-to-50-year license for the Project. The primary purpose of the WQC is to protect water quality standards of the West Branch Feather River and Butte Creek and their tributaries. The beneficial uses and water quality objectives that are contained in the water quality control plans (basin plans) together with state and federal anti-degradation requirements constitute California's water quality standards. The basin plans designate the beneficial uses of water within each watershed basin, and water quality objectives designed to protect those uses pursuant to Section 303 of the Clean Water Act.
