Description

Note: Response to Comments The FRV Orion Solar Project proposes to construct and operate a 20 megawatt (MW) solar photovoltaic (PV) power generating facility with over 102,200 PV solar panels, on a 165-acre portion of 265 acres in unincorporated Kern County, CA. The entire project site is within the jurisdictional boundaries of the Kern County General Plan and under a Williamson Act Land Use contract. Implementation of the project would require approval of a CUP (CUP No. 6, Map 162), General Plan Amendment (GPA No. 2, Map 162) to amend the Circulation Element of the Kern County General Plan, and Lot Line Adjustment (LLA No. 36-11) to reconfigure the parcel boundaries to exclude a portion of the property that is not a part of the proposed project, as well as Williamson Act Land Use Contract cancellation 11-9 for the entire 265-acre parcel. The GPA request is to remove road reservation along a midsection line in Section 17, T32S, R29E, MDB&M. The site would connect to the adjacent Pacific Gas & Electric 70-kilovolt Weedpatch-San Bernard transmission line.
