Southwest Industrial Park (SWIP) Specific Plan Update and Annexation
Description
Specific Plan Amendment (SPA No. 16-001) to the Southwest Industrial Park Specific Plan (SWIP) to allow pallet yards. City staff, in cooperation with the Fontana Fire Protection District and the Fontana Police Dept., are processing a Specific Plan Amendment to regulate, develop standards, and conditionally permit pallet yards in certain districts within SWIP: Jurupa North Research and Development District (JND), Slover Central Manufacturing District (SCD), and Slover West Industrial District (SWD). The following standards are being proposed under this Specific Plan Amendment: permit requirements, developments standards, which include site & building design, access & circulation, parking, landscaping, and walls, entitlement application deadlines, and a sunset provision. The amendment will also refer to the Fontana Fire Protection District standards as it relates to permitting and regulating pallet yards. The Specific Plan Amendment also includes the replacement of all references to slag and/or gravel with asphalt and/or concrete in the entire SWIP area. An Addendum to the Southwest Industrial Park Specific Plan Program EIR has been prepared for this proposed project. The SWIP was adopted by the City Council on June 12, 2012. The SWIP PEIR anticipated manufacturing and/or industrial uses with an outdoor component; therefore, this proposed Specific Plan Amendment adequately identified any potential impacts. An Addendum has been prepared for this project pursuant to Section 15164 of the CEQA guidelines. This Addendum determined that there are no new additional impacts beyond what was anticipated and analyzed in the SWIP PEIR. Based on the analysis of the Addendum, the project is not anticipated to have a significant effect on the environment. Any future development or legalization of existing pallet yards operating without proper permits associated with this proposed specific Plan Amendment will have to obtain approval of subsequent planning applications, along with preparation of a project level CEQA analysis. Pallet yards uses, in general, are similar in nature to the existing manufacturing/industrial uses with outdoor storage anticipated in SWIP; and as such, they would be compatible to similar uses in SWIP. Additionally, the proposed project does not change existing land use designations or zoning districts. Any future development projects for pallet yards would be required to comply with the proposed provisions included in this proposed Specific Plan Amendment, SWIP PEIR Mitigation Measures, Fontana Municipal Code, General Plan policies and programs; as well as, Fire Dept. requirements, which will further reduce any potential environmental impacts. The proposed project does not represent significant changes to the approved SWIP PEIR relative to CEQA since it does not change the assumptions, analysis, conclusions, or mitigation. The components of the proposed project do not alter the SWIP PEIR project's significance conclusions or represent significant new information. Additionally, the proposed project does not require major revisions to the SWIP PEIR, lead to a new significant environmental effects, or lead to substantial increase in the severity of previously identified significant effects. the proposed project does not trigger any of the conditions that warrant preparation of a SEIR.
