Description
The 942-acre Project Site will include the development of a 482.2-acre planned community, the permanent protection and perpetual management of the balance of the Project Site as open space (459.8 acres), and the enhancement, permanent protection, and perpetual management of an additional 1,054 acres of remote Habitat Management lands. At full build out, Project development will include single and multi-family age-restricted active adult dwelling units, non-age-restricted mixed use dwelling units, active adult recreation centers, small pocket parks, trails, roadways, a wastewater treatment system, commercial development, revegetated open space, and other associated utilities and access to serve all phases of the development. Within the 482.2 acre development envelope, the Project will result in direct impacts to 482.2 acres of California tiger salamander upland and breeding habitat, and 400 s.f. of a known Hartweg's golden sunburst population. The Project will also result in the conversion of 6.8 acres of California tiger salamander upland habitat to breeding habitat for the species on the off-site wetland restoration site. Additionally, the Project will indirectly impact two vernal pools (totaling 0.48 acres), within the on-site open space, which support succulent owl's cover. Therefore, the Project is expected to result in incidental take of the California tiger salamander which is designated as a threatened species under the CESA, and Hartweg's golden sunburst and succulent owl's clover, both of which are designated as endangered species under CESA. The ITP referenced above as issued by CDFW authorized incidental take of these species listed under CESA that may occur as a result of Project implementation.
