Escondido Sewer Outfall Operations and Maintenance Activities (ER-2004-43)
Description
The City of Escondido Sewer Outfall is a below grade cement, mortar-lined and steel coated pipeline that conveys secondary treated effluent from the Hale Avenue Resource Recovery facility to the San Elijo Ocean Outfall. The City of Escondido's Operation and Maintenance (O&M) activities consist of routine periodic inspections of the outfall alignment and necessary repairs to the pipeline. Typical activities associated with O&M include protection and maintenance of the Outfall where it crosses Escondido Creek, repair of channel banks or bottoms where the pipeline is exposed, repair of broken culverts, removal of debris clogs from the riparian corridor, including fallen trees, protection or repair of rectifiers and test stations, and maintenance of existing roads. The existing facilities on the Outfall alignment consist of 95 manhole access locations and cathodic protection facilities distributed at various locations along the alignment. The existing cathodic protection facilities consist of 16 test stations and 4 rectifiers. The City has identified specific components of the existing cathodic protection system that need to be repaired or enhanced to maintain integrity of the Outfall. The four existing rectifier stations will be replaced with new facilities in the same location adjacent to paved roads. Thirteen of the 16 existing test stations will be repaired, and one new shallow anode bed will be installed to provide adequate corrosion protection and monitoring of the Outfall.
