- The Department of Toxic Substances Control (DTSC) is considering approval of a Time-Critical Removal Action (TCRA) and Action Memorandum (AM) which taken together constitute an Interim Remedial Action Plan (RAP) submitted by the U.S. Department of the Navy (DON). The DON proposes to initiate the planned removal action at the site to minimize any potential hazards associated with lead-contaminated soil at the former Marine Corps Firing Range (MCFR), and with munitions and explosives of concern (MEC) and radiological items at historic Outfall 4S.
