Special Use Permit PSP 01-064/Final Site Plan PSR 01-007; Western Pacific Meat Packers

Description

The establishment of a large animal slaughter house and meat processing and packaging facility within the Business Incentive Zone (BIZ), a Targeted Tax Area project, with expedited review and processing. The facilities will include the processing of 850 cows (dairy culls) per day through the slaughter house, including slaughter, skinning, cutting down, processing and refrigerating, packing, boxing and shipping. The co-generation aspect has been removed from the project. All waste will be processed through an aeration process then will be discharged through the Goshen Community Services District sewer system. No community water is immediately available. On-site well(s) will be constructed instead, to avoid the significant cost of extending oversized lines for 1/2 mile to the site. Included in the project is the provision that WPMP will provide replacement foraging habitat for San Joaquin kit fox forage acreage disturbed in accordance with U.S. Fish and Wildlife guidelines, and will contract with a biologist to do a "walk through" of the site conduction in a pre-construction/pre-activity survey between 14 and 30 days prior to the start of construction to assure that no endangered species have moved in since the last survey was completed.
