Title: Amendment of Rule 4662 (Organic Solvent Degreasing Operations)
Description: The 1994 San Joaquin Valley Unified Air Pollution Control District Ozone Attainment Demonstration Plan committed the District to Amend Rule 4662 to achieve additional emission reductions. In order to achieve additional emission reductions the following amendments are being proposed: a) cold cleaners use organic solvents that meet a volatile organic compound (VOC) limit of 50 grams per liter or less, b) vapor degreasers have superheated vapor zones, and c) vapor degreasers are equipped with freeboard chillers and maintain freeboard ratio at 1.0. VOC emissions from the degreasing source categories are estimated at 13.05 tons per day. District staff expects implementation of proposed amendments to Rule 4662 to reduce VOC emmissions by 11.28 tons per day.
