Description

The proposed project is a vacant 1.14-acre site that will be used as a road emulsion and sealant manufacturing business. Emulsion is a combination of oil (which is delivered by truck at approximately 285 degrees F), water, and soap-indulin SA-L, lignate surfactant blend. These materials are blended together in a mill (an industrial blender) and then stored in tanks until sold. Emulsion is sold to general contractors who are paving new streets, highways, parking lots, and rehabilitating old ones throughout the community. Emulsion is primarily an oil-based product, which serves as the glue between old and newly applied layers of asphalt. It is also the major component of asphalt seal.
