- Canyon Estates is a proposal by Catellus Residential to develop 59 single-family lots on a 299-acre site. The developed portion of the proposed project would encompass approximately 72 acres on the northern portion of the site. The southern portion of the site, consisting of approximately 227 acres, is proposed to remain as natural open space. The site is designated Agriculture / Ranches in the City General Plan and zoned Agriculture-Ranch (R-A), permitting up to 0.2 dwelling units per acre. Maximum development of the Project site permitted under the General Plan is 59 dwelling units. The applicant is proposing to develop the project through a planned development plan in order to cluster the units in the flattest area of the site and the area of least environmental disturbance. If approved, the Canyon Estates Planned Development Plan would change the zoning of the property from R-A to Planned Development (PD). To provide vehicular access to the site, the project proposes to downgrade Soquel Canyon Parkway between Pipeline and Peyton Avenues (Loop 1) from a 6-lane Major Arterial, as currently designated in the General Plan Circulation Element, to a 2-lane Collector.
