- The proposed PC-2 Specific Plan project would involve the development of approximately 789 acres located in eastern Truckee north of Interstate 80 and on both sides of State Route 89 North (SR 89). The Specific Plan proposes the development of the site in four phases over a ten-year period, although phasing would depend upon market conditions. The Specific Plan proposes a number of land uses for the project site. Approximately 199.6 acres is designated for 427 single-family residential homes. Another 28.1 acres is designated for 173 multi-family residential units. Most residential units would be located in the eastern portion of the site, but some single-family residences would be located in the western portion. The Specific Plan also proposes two commercial areas-one area is a Commercial Center "Triangle" approximately 8.6 acres in size with roughly 80,000 square feet of commercial uses. The second commercial area is Mixed Use Village Center, occupying 31.7 acres and proposing approximately 85,000 square feet of retail and office uses. Both commercial areas are located in the southern portion of the project site. An 18-hole golf course would be developed within the eastern residential area as well as a lodge of 100-150 rooms. Approximately 37.7 acres in the western portion of the site would be set aside for a new middle school and joint recreational facilities with the parks and recreation district, and another eight acres would be used for a church site. Approximately 325.3 acres of the project site would be kept in open space. Access to the project site would be provided by existing roadways-primarily State Route 89 North (SR 89), Prosser Dam Road, and Alder Drive. Additionally, two residential access points from SR 89 would provide entry into the residential portions of the project site. Secondary access would also be provided via Prosser Dam Road and Alder Drive. Roadways of different classification would be constructed for internal circulation, as well as a trail network of pedestrian walkways and bicycle trails. A water distribution system and a wastewater collection system would be constructed as development occurs, and other infrastructure would be extended as necessary. A Storm Drainage Program is proposed to provide comprehensive drainage facilities, and a Master Drainage Plan would be submitted with each phased development plan.
