Document Description
This project serves to remove contemporary trash from a 1/8th acre dump site within the Barr Property which was recently donated to CAL FIRE and is now part of the Soquel Demonstration State Forest in Santa Cruz County. The dump site has good access by an existing easement. The surrounding vegetation is a mix of second growth redwood and various hardwoods. The site contains material scattered over roughly 1/8th of an acre (approximately 100 feet by 50 feet). The area contains dumped cans, jars, food containers, garden hose, shoes, metal scraps, empty metal drums, parts of kitchen appliances, car parts and film plastic. The material will be removed by hand, bagged, hauled away by truck and transferred to a county waste facility.

Reasons for Exemption
This project meets Class 4 - §15304 (Minor Alterations to Land) Categorical Exemption criteria for CEQA analysis. A Minor Alteration to Land is described as a “minor public or private alterations in the condition of land, water and/or vegetation, which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes.” This project as proposed removes contemporary trash (within the past 40 years) from a dump site within the Barr Property and does not remove healthy, mature, or scenic trees.
Field review by CAL FIRE staff confirmed that no exceptions apply that would preclude the use of a notice of exemption for this project. The Department has concluded that no significant environmental impact would occur to aesthetics, agriculture and forestland/timberland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, energy, wildfire, hydrology and water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation/traffic, or to utilities and service systems. Documentation of the environmental review completed by the Department is kept on file at the Soquel Demonstration State Forest Office.
