The proposed Project WWTP facility improvements would encompass approximately 0.25 acre within the 22.5-acre site. The WWTP facility improvements would be situated northeast of the confluence of Town Creek and Grist Creek, approximately 60 feet to the east of Town Creek and approximately 1,500 feet north of Grist Creek. The proposed improvements include: • Installation of two manholes and approximately 50 feet of new sewer line; • Trash screen in a concrete chamber; • Replacement of wet well and above ground lift station; and • Relocation of communication utilities.

Reasons for Exemption
In accordance with Section 15302 of the California Environmental Quality Act (CEQA) Guidelines, the proposed Project is categorically exempt from CEQA review because the Project consists of minor replacement and reconstruction of existing facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The Project activities will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies, will not contribute to a cumulative impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.6 of the Government Code; and does not cause adverse change in the significance of a historical resource. The Covelo CSD conducted an environmental review and technical analysis including a Biological Assessment, Historical Property Identification Report, and Air Quality Analysis Memorandum, which provided evidence to support the determination that the proposed Project would not have the potential to causing a significant effect on the environment.
