Document Description
The project consists of replacement and installation of a water storage tank and maintenance of an existing road as well as installation of water tank associated instruments. The project may result in some minor vegetation trimming or removal, but mature trees will be avoided to the extent feasible. The project is not anticipated to impact any known environmentally sensitive area, and its impact on the environment is insignificant, individually and cumulatively. There is no reasonably possibility that the project will have a significant effect on the environment, or damage scenic resources because there will be minimal ground disturbance, and the replacement tank will be similar to the existing tank and would be partially obscured by vegetation and topography from any public road. Recent wildfires resulted in fire breaks being graded around the residential resources, so the existing access road will be rehabilitated for maintenance access.

Reasons for Exemption
Pursuant to CEQA Section 15300, the proposed project would be considered Categorically Exempt based on one or more Exemption Classes. According to the County’s resource maps, the proposed project is not anticipated to impact any known environmentally sensitive area, and its impact on the environment is insignificant, individually and cumulatively. There is no reasonable possibility that the project will have a significant effect on the environment, or damage scenic resources because there will be minimal ground disturbance and the tank will be obscured by vegetation and/or topography from public roads. Therefore, the project would be Categorically Exempt from the provisions of the CEQA pursuant to Title 14 CCR Section 15302 Class 2(c)-Replacement or Reconstruction through the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity, Section 15303 Class 3(d)– New Construction or Conversion of Small Structures, including water tank and associated utility systems, including access road rehabilitation of reasonable extent to serve such construction, and/or Section 15304 Class 4(f)- Minor Alterations to Land, including minor trenching and backfilling where the surface is restored.
