Culvert replacement conducted In accordance with published guidelines of the Department of Fish and Wildlife and NOAA Fisheries (:/'Jeaver et al., 2015), the primary purpose of which is to Improve habitat or reduce sedimentation (15333. Small Habitat Restoration Projects). Upgraded roads are kept open, and are inspected and maintained. Their drainage facilities and fills are designed or treated to accommodate the 100-year peak storm flow. (:/'Jeaver and Hagans, 1994, 1999; Weaver et al., 2006). Replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced (15302. Replacement or Reconstruction). Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood (15301.
