Document Description
The Center for Sustainable Energy (CSE) will create an Electronic Energy Storage Guidebook (Guidebook) to help Authorities Having Jurisdiction (AHJs) fully understand and conduct a comprehensive permitting review, approval and inspection process for behind-the-meter energy storage technologies. CSE will perform interviews with AHJs and stakeholders to gather feedback on their lessons learned and best practices that will form the framework for the Guidebook. After completing the Guidebook, CSE will develop training materials and work with leading AHJ and industry stakeholders to deliver comprehensive trainings throughout California.

This project consists of information gathering and analysis based on research and input from paper studies and stakeholder workshops with local governments, Authorities Having Jurisdiction, industry representatives, state agencies, and end-use customers. No construction will be conducted for this project. This falls into the categorical exemption Cal. Code Regs., tit 14 Section 15306: Information Collection, because it meets all of the following criteria: 1) Consist of basic data collection, research, experimental management, and resource evaluation activities; and 2) Which do not result in a serious or major disturbance to an environmental resource.
