Reasons for Exemption
Minor alteration at an existing laboratory facility to build a small-scale test setup to simulate an offshore wind turbine. The test apparatus will be used to develop sensor technology based on Rayleigh and Brillouin backscattering that will not result in any measurable change to the environment. If field testing is conducted, it too, will only entail minor alterations to existing structures by installing small sensors on existing wind turbines. Any collected data will be transferred wirelessly and not through the installation of cables or other physical connecting devices between the sensors and data collection site. No environmental changes will occur with the installation or use of the sensors.
