Notice of Exemption for CSUF Baseball/Softball Addition and Upgrades project. The project will construct a new baseball building (#36H), covered batting cage (#36J), and storage building (#36K) and renovate the existing baseball/softball building (#36E) in the existing campus sports complex. The project will reduce overcrowding, correct functional deficiencies, improve equity between men’s and women’s programs, and meet competitive facility standards. Existing building #36E will be expanded and renovated for use by the softball program with shared space for other programs, and will include administrative space, coach offices, expanded locker and shower facilities, a video viewing room, storage areas, and meeting space with views of playing fields. The new baseball building (#36H) will include shared space for Campus Athletics, a ticket booth, administrative space, coach offices, locker and shower facilities, a video viewing room, meeting space, and storage.

Reasons for Exemption
Pursuant to the State CEQA Guidelines §15061(b)(3), a project is exempt from CEQA if it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. This “general rule” or “common sense” exemption applies to projects that do not fit within a statutory or categorical exemption, but where it can be clearly demonstrated that the project has no potential to have significant environmental effects. Project implementation will serve to ensure the two new buildings and two additions/impriovements meet current building code and fire code requirements and conform to CSUF sustainability goals such as energy efficient design. Proposed construction will take place entirely within the CSUF campus, confined to the campus sports complex and its immediate exterior hardscape and landscaped areas and would considered infill development in a previously developed area. Construction and operation would not impact off-campus uses or sensitive on-campus uses. For these reasons, project construction and operation are determined to not result in any potentially significant direct or indirect environmental impacts, and therefore the project qualifies for the common sense exemption.
