Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2020-0113-R1, pursuant to Section 1602 of the Fish and Game Code to the Salmon River Restoration Council.
The project will re-connect the surface flows of Hotelling Gulch into what is thought to be the historic channel. Realignment of the stream channel will reconstruct approximately 550 feet of streambed into the western (historic) alignment of Hotelling Gulch and concurrent filling of approximately 550 feet of abandoned channel in the eastern alignment (current channel). The western alignment provides a better stream topography for salmonids and other aquatic organisms to enter the gulch from the South Fork Salmon River and for transiting upstream. By improving the potential for aquatic organisms to move upstream, an estimated 1.4 miles of additional stream habitat may become accessible. This project will also upgrade an undersized double-culvert crossing at Cecilville Road to a full-span bridge that will allow for 100-year storm events as well as passage of large wood and coarse sediment.

Reasons for Exemption
The Project will improve natural stream function in Hotelling Gulch. No significant impacts to existing natural resources are anticipated and it meets the acreage criteria for a small habitat restoration project. The results of this project will yield improved salmonid access to 1.4 miles of cold-water refugia.
