Document Description
Tulare County (County) proposes to replace the existing Road D112 Bridge (Bridge 46C-0013) over Bates Slough/Elk Bayou Ditch. The project includes replacement of the existing bridge in-kind (similar bridge type and location). The proposed bridge structure consists of 31-foot long, 2-cell grade-top box culvert with 14-foot wide openings, and will accommodate a 12-foot lane and 4-foot shoulder in each direction. In addition, the project includes improvements on the approach roadways extending approximately 400 feet to the south and 400 feet to the north of the existing bridge. Sliver widening is proposed on Road D112, north of the existing approach roadway and terminating at the intersection with Avenue 196. The sliver widening would be necessary to avoid an irregular project tie-in between the bridge and Avenue 196.

Reasons for Exemption
This action is consistent with Class 2 Section 15302, Replacement or Reconstruction (c), as activities associated with the project will include replacement of existing facilities with negligible or no expansion of capacity. Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption for the construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970, Number 300 Section I 11. CATEGORICAL EXEMPTIONS Class 2: Replacement or Reconstruction (c). As such, Sections 15302 and 15300.4 are applicable and
appropriate for this project.
