Document Description
This is a two phased project consisting of the construction of temporary (approximately 4,520 sqft) and permanent tele-psychiatry offices within a previously disturbed area at San Quentin State Prison (SQSP). The initial phase is now complete which consists of creating a modular office,complex to accommodate 18 psychiatrists and support staff. Utilities include water, sewer, power, telephone and data utility connections, ADA compliant parking and fire protection per State Fire Marshal Requirements. CDCR submitted a Notice of Exemption (NOE) in 2018 for both phases (SCH# 2018068246). This NOE is considered a supplement to the 2018 NOE. The second phase will be the construction of a permanent two-story modular building (approximately 12,000 sqft) to house offices for 50 psychiatrists and support staff. This phase would also involve utility connections. The proposed permanent building will be located within a previously disturbed area formerly used for temporary SQSP executive offices. According to historical information, the project location is not considered a historical contributor to the SQSP Historical District All work shall be in compliance with CDCR Design and Construction Policy Guidelines, Building Codes, ADA, and State Fire Marshal (SFM) requirements.

This project involves no expansion of existing use and located within a previously disturbed area that is not considered environmentally or historically sensitive. This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore is declared categorically exempt from the requirement for preparing an environmental document.
