Document Description
In March 2018, the California Correctional Institution (CCI) Tehachapi Water System (Water System) conducted tap water monitoring for lead and copper. The State Water Resources Control (SWRCB) Board Division of Drinking Water reviewed the sampling results and determined that the 90th percentile value for lead exceeded the action level of 0.015 mg/L. CCI confirmed there are no lead pipes in the Water System, thus it is believed the exceedances are from lead leaching out of the old fixtures. In December 2018 CDCR conducted a corrosion control study that concluded a water treatment program is needed in order to reduce copper and lead levels in the Water System. The treatment program consists of installation of a permanent Phosphate Injection System that would tie into the existing Water System. The phosphate injection pumps would be located within a previously disturbed area near the existing water treatment plant. There are no sensitive environmental or historical resources in the project area and no changes to land use is anticipated. Should changes in the location of the proposed injection system occur; potential environmental and historical impacts would be re-evaluated. All work shall comply with CDCR Design and Construction Policy Guidelines, Building Codes, and State Fire Marshal requirements.

Reasons for Exemption
This project involves no expansion of existing use located within a previously disturbed area with no environmentally or historically sensitive resources. This is one of a class of projects that the Secretary for Resources has found to have no significant effect on the environment and therefore declared categorically exempt from the requirements for preparing an environmental document.
