ZOA 19-01 will not be detrimental to the public convenience, health, interest, safety, or welfare of the city. The use of the subject property for office uses, to include medical offices, promotes the public convenience, health, safety and welfare of the city's residents by permitting the continued provision of desired services from an existing development. 3. ZOA 19-01 is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15305 - minor alterations in land use limitations and 15061 (b)(3) - activity is not subject to CEQA where it can be seen with certainty that there is no possibility that the activity may have a significant effect on the environment.
