Reasons for Exemption
The Department of Food and Agriculture has determined that the project is a Class 32 Categorical Exemption project. Class 32 Categorical Exemptions consist of projects characterized as in-fill development meeting the following conditions: the project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designations; the development occurs within city limits on a project site of no more than 5 acres substantially surrounded by urban uses; project site has no value as a habitat for endangered, rare or threatened species; approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality; and the site can be adequately served by all required utilities and public services. This project site meets the criteria of an in-fill development project, Class 32, Section 15332 of the California Code of Regulations, Title 14, Division 6 Chapter 3. The project site is located within the City of Arcata's Cannabis Innovation Zone. The project exists within the City of Arcata's limits, is less than 5 acres and is surrounded by urban usage. The site offers no value as a habitat for animals as it has previously been graded and covered in concrete. The project will not cause significant effects related to traffic, noise, air quality or water quality as the facility was most recently used as a trucking facility. The site may also be served by all required utilities and public services.
