El Camino Real Specific Plan

This EIR is an informational document for use in the City’s review and consideration of the El Camino Real Specific Plan. It is to be used to evaluate the potential impacts of implementing the proposed Specific Plan and to ensure that the Plan includes policies that mitigate significant impacts to the greatest extent possible. The proposed Specific Plan will guide subsequent actions taken by the City in its review of new development projects within the Plan area and its establishment of new and/or revised programs for the Plan area. This EIR discloses the possible environmental consequences associated with the proposed Specific Plan. The information and analysis in this EIR will be used by the Santa Clara Planning Commission, City Council, and the general public. The proposed Specific Plan provides a vision and planning framework for future growth and developing in the El Camino Real Corridor. The Specific Plan seeks to articulate and implement a long-range vision for the Plan area by establishing a broad set of goals, principles, and strategies. The Specific Plan integrates conceptual frameworks to accomplish this vision, including: 1) Focus Development at Key Activity Nodes; 2) Respect the Character of Adjacent Neighborhoods; 3) Create Memorable Public Open Spaces; 4) Enhance Connectivity Along and Across the Corridor; 5) Improve Multi-Modal Access and Safety for All Travel Modes; and 6) Promote a Range of Housing Options. Implementation of the Specific Plan would result in a net increase of approximately 6,200 residential units above what is anticipated in the General Plan, and a net decrease of approximately 395,000 square feet of commercial space.
