Document Description
The project includes the acquisition, installation, and operation of an air monitoring device for the continuous monitoring of ambient particulate matter (BAM 1020). The BAM 1020 is a small air monitoring device that can be mounted on stationary shelters or structures. The community air grant funds will be used to build concrete pad for the shelter and BAM 1020, add electrical conduit line, and install the BAM 1020 at the permanent location alongside meteorological instruments. Community air grant funds will be used to fund an air program coordinator to operate and maintain the BAM 1020, organize, analyze and report PM data and perform quality assurance checks and works with local air specialists. Funds will also be used to establish an Air Quality Index flag program at the Big Pine School to provide info about local air quality. The program alerts schools to the local air quality forecast by raising a flag that corresponds to the degree of air pollution.

The project qualifies as a class 1 exemption under Article 19 of categorical exemptions, section 15301, b/c the activities proposed involve minor alteration of existing public structures. The proposed deployment does not expand existing use of the structures. The BAM 1020 is a small air monitoring devices installed or mounted on structures. The proposed installation involves installation of cement platform for monitoring equipment and trenching for an electrical line that will occur at an existing permanent monitoring platform already in use for monitoring purposes. The project also qualifies as a class 4 exemption under Article 19 of categorical exemptions, 15304, b/c the project involves minor trenching for installation of an electric line, and backfilling where the surface is restored. The project also qualifies as a class 6 exemption under article 19 of categorical exemptions, 15306, b/c the activities proposed involve collection of information and does not result in a serious or major disturbance to an environmental resource. Community Air Grant funds will be used to fund an air program coordinator to operate and maintain the BAM 1020, organize, analyze and report PM data and also perform quality assurance checks and works with local air specialists. The project will not result in a serious or major disturbance to an environmental resource. The project will also not result in any specific or general exceptions to the use of categorical exemption as detailed under CEQA Guidelines section 15300.2, b/c the project will not cause an impact to an environmental resource of hazardous or critical concern nor does the project have unusual circumstances that could possibility have a significant effect on the environment. The project would not result in impacts to scenic highways, hazardous waste sites, historic resources, or other sensitive natural environments, or have a cumulative effect to the environment. No significant environmental impacts are anticipated to occur.
