Document Description
This project consists of an upgrading to the existing underground water distribution lines and the telephone/signal conduits at Parlin Fork Conservation Camp. The current water distribution system is approx. 70 years old and is no longer viable due to deterioration of the iron pipe. The system provides domestic water to the camp as well as for fire protection. The underground telephone lines are housing in conduit that is no longer waterproof, allowing moisture to compromise signal and power. The conduit is insufficiently sized to allow for an upgrade to the CA Dept. of Corrections and Rehabilitation (CDCR) Telemed (medical capability) System and a camera security system. The underground water/conduit lines will be installed adjacent to the existing system, all located under previously disturbed ground and/or pavement within the Parlin Fork Conservation Camp grounds. Vegetation removal will be limited to grass cover where the system is located beneath a seasonal road, and landscaping adjacent to building. Soil removed for trenching will be back-filled and the surface covered with gravel and/or soil prior to the winter season. Areas of disturbed pavement will be repaved.

Reasons for Exemption
The project will not have a significant effect on the environment. The CA Natural Diversity Data Base (CNDDB) was searched and no rate, threatened or endangered plant or animal species were identified on the project site that will be negatively impacted by this project. The CAL FIRE Area Archaeologist has been consulted and has determined that this project is exempt from further archaeologist review.
