Document Description
California Department of Corrections and Rehabilitation (CDCR) proposes to design and construct three modular 1,300 sf classrooms to accommodate the Cognitive Behavioral Treatment (CBT) Program at California State Prison, Sacramento (SAC). The modular buildings would be constructed off-site and transported to SAC and then craned in place. Each individual modular building would be placed on a concrete slab footing and consist of one classroom, one to 2 offices and staff and inmate restrooms. The project involves three identical modular buildings to be placed on three separate yards within the institution. The buildings will be constructed in areas which were previously disturbed during initial construction of the facility and will be located within the boundaries of the secured lethal electrified fence. The program is part of an overall mental health program designed to assist inmates with mental health rehabilitation.
All work shall be compliant with CDCR Design and Construction Policy Guidelines, Building Codes, ADA, and State Fire Marshal Requirements.

Reasons for Exemption
This exemption allows for the construction and location of limited numbers of new, small facilities or structures, installation of small new equipment and facilities in small structures, and the conversion of existing small structures from one use to the other where only minor modifications are made in the exterior or the structure. This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment, and therefore is declared to be categorically exempt from the requirement for preparing an environmental document.
