Document Description
This project demonstrates application of the Organic Rankine Cycle (ORC) to generate electricity using waste heat from the industrial process of a dye and finishing company in rancho Dominguez, CA. An ORC process that can utilize medium or low temperature waste heat to directly produce electricity is applicable to a broad range of industrial operations. Some of the unique and innovative aspects of the technology being evaluated include an advanced turbine designed for high reliability and low maintenance, a packaged solution that reduces installation costs and complexity, and the flexibility to allow coupling to a variety of industrial processes.

Reasons for Exemption
The Energy Commission made CEQA findings pertaining to this project, including a Notice of Exemption, when the project was originally adopted by the Commission on 6/10/2015 (NOE filed on 6/24/15). The site was also changed for this project previously (NOE filed on 2/15/17). This latest change is due to the previous site owners losing interest in the project. Changing on the new site will result in no impact to the environment beyond that already considered on 6/10/2015. The new site has less waste heat available so the ORC system was reduced from about 100 kW to 20 kW.
Class 29 - Installation of certain cogeneration equipment of less than 50 megawatts capacity at existing facilities.
