Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number 1600-2018-0756-R1, pursuant to Section 1602 of the Fish and Game Code to Randall Speck. The project is limited to four (4) encroachments. One encroachment is for removing water diversion infrastructure from Middle Creek. Two encroachments are to upgrade failing and undersized culverts. Work for these encroachments will include excavation, removal of the failing culverts, and replacement with new properly sized culverts, backfilling and compaction of fill, and rock armoring as necessary to minimize erosion. Finally, one encroachment is for decommissioning a road and stream restoration in Middle Creek. Work for this encroachment will involve ceasing all use of road, moving some rocks to allow for stream channel migration and natural stream restoration.

Reasons for Exemption
*15301, Section 15333 The project removes infrastructure for a surface water diversion, upgrades existing stream crossings, and restores a natural stream channel by removing a road. There would be no significant adverse impact on endangered, rare or threatened species or their habitat pursuant to section 15065. There are no hazardous materials at or around the project site that may be disturbed or removed. The project would not constitute an expansion of use.
