Document Description
The purpose of the project is to mitigate impacted soils and groundwater which exceed the project-specific risk to human health and the environment and minimize contaminant concentrations for the identified chemicals of concerns (COCs) at the Union Pacific Oakland Coliseum Site. To accomplish this, the DTSC is approving a RAW by pursuant to Health & Safety Code, chapter 6.8 as submitted on March 5, 2018 by GHD. The RAW focuses on hotspot excavation and removal; enhanced in-situ bioremediation of groundwater, monitored natural attenuation of groundwater, installation of an asphalt surface cap, and implementation of a land use covenant to mitigate soils and groundwater impacted with excessive levels of chlorinated volatile organic compounds, and polychlorinated biphenyls onsite. Reasons for Exemption
Previous investigations: A series of soil and groundwater investigations were conducted at the site from 1998-2017. The data most relevant to the current cleanup approach is as follows: Soil: investigations of soils at the site have shown PCE at up to 6,400 mg/kg, TCE at up to 740 mg/kg, diesel-range hydrocarbons at up to 7,700 mg/kg, PCBs at up to 3,300 mg/kg. Groundwater: Shallow groundwater monitoring wells showed PCE up to 690 ug/L at well MW-08A, TCE up to 740 ug/L at well MW-08A, cDCE up to 4,900 ug/L at well MW-06A, VC up to 7,700 ug/L in well MW-06A, diesel-range hydrocarbons up to 1,000 ug/L at well MW-06A, and PCBs up to 150 ug/L (total) and 3.5 ug/L (dissolved) at well MW-06A.
