Document Description
CDFW has executed Streambed Alteration Agreement number 1600-2018-0105-R5, pursuant to Section 1602 of the Fish and Game Code to the California Department of Transportation (Caltrans).
The project is limited to maintenance of one existing bridge and modification ofthree freeway storm drains that outlet onto or beneath a bike path that runs parallel and between Hwy 101 and the Amtrak Train Surfliner tracks. These locations are creating ponding and/or flowing water on the bike path. The bike path at these locations becomes impassable during large rain events, and a public health and safety concern existing for users of the bike path during and after rain events. The work proposed by Permittee is to conduct excavation and expansion of existing facilities at three distinct locations, identified as site A-C and excavation of accumulated sediment and debris at Site D.

Reasons for Exemption
The project consists of the minor alteration and maintenance of existing public facility involving negligible expansion of use beyond that existing at the time Caltrans made a final determination on environmental consequences of creating the bike path and drainage associated eith Ventura Freeway. Class 1(c) applies to proposed work at Site D and Class 1 (d) applies to site A-C because sites will be rehabilitated to meet current standards of public health and safety.
