Document Description
The Coalition for Clean Air (CCA) will use Community Air Grant funds to design and deploy an air monitoring system, and engage community members about hosting air quality sensors. A website will provide real-time information on local air quality data (from sensors and regulatory grade instruments) to community members. Project partners will also conduct analyses of the data to provide local community group with results that can be used to inform future policy, land-use, and school improvement decisions. This project proposes to monitor toxic metals, including hexavalent chromium, and diesel particulate matter (PM) using black carbon as a proxy, and PM2.5. Black carbon is a light-absorbing, carbon-containing, constituent of particle matter created by the incomplete combustion of fossil fuels. Black carbon is known to aggravate cardiovascular and respiratory disease and is recognized by the WHO to be a carcinogen. This project also proposes building a monitoring structure at Heliotrope Elementary School on an already existing asphalt foundation, installed and maintained by Sonoma technologies, Inc. CCA will also deploy low-cost PurpleAir sensors in at least 20 to be determined community locations. Sensors (PurpleAir, 85 x 125mm in size) are small air monitoring devices installed or mounted on walls, panels or poles. Typical installation of the devices does not involve construction, trenching or ground disturbing activities. Through both monitoring and community education, CCA plans to develop actionable mitigation and emissions reductions plans; which leads to better air quality.

Reasons for Exemption
In accordance with CEQA, the use of the Common Sense Exemption is based on the "general rule that CEQA applies only to project which have the potential for causing a significant effect on the environment." (CEQA Guidelines, S15061(b)(3)). The use of this exemption is appropriate if "it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment." With certainty, there is no possibility that the project may have a significant effect on the environment. The project consists of community outreach activities, education and training program, air monitoring, displaying data to webpage, community workshops, and conducting a community engagement campaign.
