Document Description
Groundwork Richmond, Inc. will use Community Air Grant funds for community outreach, education and training program, air monitoring, community workshop, development of an air quality app, and community engagement campaign. Funds will be used to deploy approximately fifty (50) air quality monitors (Clarity Movement Sensors Nodes) to monitor PM 2.5, NO2, and toxic metals. Sensor locations will be selected to prioritize measurement near known sources and in public spaces after consultation with the community and City of Richmond. A survey will also be conducted to allow community members to provide input on where they would like to see a monitoring node placed. Clarity Movement Sensors Nodes are small air monitoring devices installed or mounted on walls, panel or poles. The device can be externally powered or wireless and uses solar panel and rechargeable batteries. Sensor readings from each Clarity Movement Sensors Nodes will be uploaded to the Clarity clod for calibration and analysis. The majority of the sensors will be deployed in locations for at least twelve (12) months to track seasonal variations of pollutant concentrations. In addition, sampling will be taken side-by-side to the sensor nodes during the one-year monitoring period. Meteorological data, traffic data, and air monitoring data and modeling will be made available on the City of Richmond's centralized dashboard. An air quality app will also be developed to allow community members to report odors, dust and other concerns to the Bay Area Air Quality management District.

Reasons for Exemption
In accordance with CEQA, the use of the Common Sense Exemption is based on the "general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment." (CEQA Guidelines, S 15061(b)(3)). The use of this exemption is appropriate if "it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment." With certainty, there is no possibility that the project may have a significant effect on the environment. The project consists of community outreach activities, education and training program, air monitoring, development of an air quality app, community workshop, and conducting a community engagement campaign.
