Document Description
Fresno Metropolitan Ministry will use Community Air Grant funds to form Community Steering Committee(s) of five student and five parents and one teacher for the neighborhoods near Heaton Elementary School and Susan B. Anthony Elementary School. The Community Steering Committees will meet with various stakeholders and develop an Initial Neighborhood Air Quality Profile to document environmental, health and social impacts for each neighborhood and potential mitigation options. Subsequently, Fresno Metropolitan Ministry will conduct outreach, host workshops, and administer assessment surveys in paper and web-based forms in both English and Spanish. Through the outreach, they will create a Community Needs Assessment that will help revise the Initial Neighborhood Air Quality profile, leading to the development of the Final Air Quality neighborhood Profile. The Final Air Quality Neighborhood Profile and community outreach will be used to develop a Fresno Kids for Clean Air Roadmap and project evaluation. This Roadmap will include preliminary neighborhood design recommendations and economic policy analysis of preliminary neighborhood design recommendations.

Reasons for Exemption
In accordance with CEQA, the use of the Common Sense Exemption is based on the "general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment." (CEQA Guidelines, S 15061(b)(3)). The use of this exemption is appropriate if "it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment." With certainty, there is no possibility that the project may have a significant effect on the environment. The project consists of community outreach activities, technical assistance, trainings, and technical comments on projects, community assistance, and translation services to the community.
