Document Description
The purpose of the maintenance project is to improve the functionality of and repair the damage to Taxiway D at Hemet Ryan Air Attack Base. HRAAB is utilized year-round for CALFIRE/Riverside County Fire emergency response and is a critical part in efficient and effective response to all hazard incidents in and around Riverside County. The maintenance of the taxiway will ensure safe and efficient operations of the air base for the current and future emergency response needs. Through the contract process CALFIRE will hire two contractors to complete the proposed project activities. Project work will include:
1) Conducting a geotechnical review of the soil conditions supporting Taxiway D which will consist of onsite soil sampling utilizing a drilling rig to a max depth of 15 ft.
2) Utilizing a paving contractor to remove existing Asphalt Concrete pavement (approx a 55'x580' area).
3) Correct the existing insufficient weight bearing capacity of the taxiway by installing cement treated base on the top 12 inches of base directly beneath the existing AC pavement.
4) Replace the AC pavement on the footprint of existing paved area.
Equipment utilized will include: dump trucks, pavement grinder, backhoe/bulldozer/grader, drilling rig, paver, and rolling compactors. The work is estimated to take approx 2 weeks to complete and will not consist of any expansion of the existing taxiway.

This project fits under portions of this project meets the requirements of a class I categorical exemption 15301 existing facilities - class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The project is small in size and will improve the safety and functionality of the paved Taxiway D at Hemet Ryan Air Attack Base. The project will not result in significant negative impacts to biological, environmental, or archeological resources.
