Document Description
The California Department of Toxic Substances control, pursuant to regulatory authority granted under Chapter 6.8 of the Health and Safety Code (H&SC), is considering approval of an IRAW that was prepared by GSA Engineering Inc. in response to cleanup actions required at the Former Diesel Logistics site in Santa Ana, California. The primary contaminants of concern for this site are tetrachloroethene and trichloroethene and these are the primary targets for the proposed removal action at the site. - The objectives of the IRAW are to present and evaluate the existing site conditions, to establish removal action objectives for protection of human health and the environment, to evaluate and identify a final recommendation for removal action, and to present an implementation strategy for the removal action. In the IRAW the following three alternatives were evaluated based on effectiveness of remedy, implementability, and cost. The three alternatives are 1) no action; 2) Soil Containment/Capping; and 3) soil vapor extraction. Based on the evaluation of alternatives, presented in Section 6 of the IRAW, Alternative 3 - SVE was determined to be the most effective, implementable and cost-effective remedy. Remedial efforts will be completed to the extent that the property will be adequate for commercial/industrial use. For that reason, a Land Use Control in the form of a Land Use Restriction will be placed on the property to ensure the future use remains commercial/industrial and restrict the site from being developed for residential, schools, day care centers hospitals and parks. The cleanup is expected to be conducted during summer/fall 2-18 and will take approximately 12 months to complete.
