Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement number 1600-2018-0309-R3, pursuant to section 1602 of the Fish and Game Code to the project Applicant, the California Department of Water Resources, as represented by Dan Riordan. The purpose of the Project is to restore and enhance tidal wetland and associated habitat on Winter Island for the benefit of native fish species. The Project is limited to the following activities: breaching the southern and northern levees, removing existing water control structures and other debris, special status plant salvage, and widening of an eastern tidal channel. This NOD is being filed due to a Major Amendment to the Streambed Alteration Agreement. The amendment to the Agreement includes a revision to the siltation avoidance measures. This amendment will not have a significant effect on the environment.

The Project is located on Winter Island in Contra Costa County, at the confluence of the Sacramento and San Joaquin rivers in the Western Delta (Latitude: 38°02'30.1 "N, Longitude: 121 °50'48.1 "W). The site is within Section 34, Township 3N, Range 1 E, and Sections 3, 10, 11 , Township 2N, Range 1 E in the Antioch North USGS quadrangle.
