Document Description
The purpose of this revised Notice of Exemption is to add the replacement of sewer lines at three additional locations: • E. Center Street east of Main Street (±400 feet) • South Street between S. Broadway Street and Main Street (±125 feet); and • S. Broadway Street between South Street and Dillon Way (±600 feet) Pipe replacements at the above three locations would occur entirely within paved. road rights-of-way (ROW). Roadways disturbed by construction would be re-paved following installation of the improvements.

The project Is located within the City of Yreka City limits. As shown In Figure 1, project elements would be constructed at various locations in Sections 14, 22, 23, and 27 of Township 45 North, Range 7 West, MDM; Latitude41° 44'7.'5" N; Longitude-122° 38' 4.1"W.

Reasons for Exemption
Class 1 Includes the repair, maintenance, or minor alteration of existing public structures, facilities, and mechanical equipment, involving negligible or no expansion of use; Class 2 Includes replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity; and Class 4 includes minor trenching and backfilling on land with a slope of less than ten percent where the surface is restored. The Project is consistent with the categorical exemptions noted above because work would consist of repair, maintenance, and minor alterations to existing facilities; negligible expansion of capacity or use would occur; the majority of the pipelines would be placed In previously disturbed areas within the public road rights-of-way and In public utility easements, and the ground surface would be restored following construction. The proposed improvements would cross one Jurisdictional water, a channelized drainage ditch located on Burgess Street, just north of Virginia Street. Permits from the Department of the Army and Regional Water Quality Control Board will be required prior to implementation of this work; a Stream bed Alteration Agreement from the California Department of Fish and Wildlife may also be required. With Implementation of the standard conditions of these permits, no adverse effects on the drainage or downstream waters would occur. As documented In the original Notice of Exemption, the proposed Project would not have a significant effect on the environment due to unusual circumstances; would no result in damage to scenic resources within a Scenic Highway; is not located on a hazardous waste site pursuant to §65962.5 of the Government Code; would not cause a substantial adverse change In the significance of a historical resource; and would not result In cumulative Impacts. Replacement of the sewer lines that are the subject of this revised NOE would not change these findings.
