Document Description
The project will repair banks at 3 sites along the Guadalupe River in the city of San Jose. The banks were damaged during high flows in Jan 2017. Site 1 is next to a maintenance bridge crossing located about 500 ft north of Hedding St. Site 2 is next to a railroad bridge crossing located about 1,000 ft north of the intersection of Julian St and Autumn St. The bank repairs entail excavation and grading of existing material and installing Caltrans light class 200-lb range stone (replacing existing 75-lb range stone). Bank repair lengths at sites 1a, 1b, and 2 are 50, 60, and 40 lf, respectively. The work sites will be dewatered by placing cofferdams longitudinally in the channel, which will allow the river flow to bypass the work sites. Cuttings of mulefat will be planted in a line at the top of the bank behind the repaired revetment for erosion control at site 1. All disturbed areas will be hydroseeded with native grasses and forbs.

Reasons for Exemption
The project will stabilize the river banks next to two bridges to preserve the structural integrity of the bridges. The bank repairs are in-kind replacement of rock riprap for the previously-constructed flood control channel, known as the Downtown Guadalupe River Flood Control project, constructed by the Corps and Santa Clara Valley Water District in the early 2000s. The corps is funding the project under the authority of public law 84-99, which is applicable to in-kind repairs of existing facilities damaged by flooding.
