Document Description
The State Water Resources Control Board (State Water Board), as the responsible agency, will be issuing a water supply permit. The City of Chino proposed project is for two treatment systems that include 8 )each) Granular Activated Carbon (GAC) Treatment Vessels and piping. Vessels will be installed on proposed 80 ft x 35 ft concrete pads (2 vessels wide x 4 vessels long). 2 (each) influent filters, approximately 3 ft x 8 ft, will be installed on proposed 4ft x 9ft concrete pads. New 18 inch distribution piping will be installed for GAC treatment system influent (raw-untreated) and effluent (treated) for the Benson and Eastside. The GAC Treatment System will utilize GAC material that will need to be removed from the vessels every 1-3 years and transported to an off-site location to be reactivated for reuse. The project proposes shallow excavations to install the treatment system piping and the concrete pad. No permanent grading is proposed outside the project and any areas disturbed during construction will be restored to its original condition. Total disturbed area estimated to be approx. 5,200 square feet, which includes 4,000 square feet for concrete pad and approx. 1,200 square feet for underground piping.

Reasons for Exemption
Project consists of exterior alterations of water treatment units (14 CCR 15301 and 22 CCR 60101(a)(1)) with no expansion of an existing use. Minor trenching and backfilling with the surface restored (14 CCR 15304(f)) will be provided for installation of piping to connect the new treatment system. The State Water Board is a responsible agency for this project, but not responsible for the CA Dept. of Fish and wildlife fees.
