Document Description
The campus is in an urbanized area with existing buildings, paving and landscape areas, including playing fields, school gardens and a Eucalyptus grove. The project proposes to install new Low Impact Development features. These LID features will receive, treat, detain, and store storm water runoff from the drainage areas indicated.
The current site for BMP 1 is paved, gently sloping area adjacent to tennis courts and walkways. BMP 2's current location is lawn wrapping around the northwest side of the school gymnasium. BMP 3.1 and 3.2 encompass paved and compacted slope areas adjacent to Six Rivers Charter High School. BMP 4.1 is an asphalt paving and earthen landscape area at the top of a slope, and BMP 4.2 is an earthen terrace within the school garden at a lower slope.
BMPs 1 and 2 are simple rain gardens that collect runoff for treatment, infiltration, and runoff of excess flows. These will be vegetated with native plants. BMPs 3.1 and 3.2 are rain tanks located at gutters. These will be outfitted with hoses to irrigate an orchard downslope. BMPs 4.1 and 4.2 capture runoff from paved parking and access road areas and pre-treats it in a rain garden basin. This flow is piped to an existing irrigation pond at a lower terrace of the garden. Excess flows overflow along an existing bypass from the rain garden to an existing drain inlet at a public walk. This bypass is also improved with vegetation for bio treatment.

Reasons for Exemption
The Drought Response Outreach Project is funded by the State Water Resources Control Board and involves some minor alterations to the land to achieve water quality, water supply and runoff mitigation benefits. The project is exempt under Article 19, Section 15304 Minor Alterations of Land. This exemption allows for gardening, landscaping, trenching, etc., as long as it isn't in existing wetlands or on an Alquist-priolo Earthquake Fault Zone or within an official Seismic Hazard Zone. The BMP locations do not exist within an Alquist-Priolo Earthquake Fault Zone. However, Alquist-Priolo Earthquake Fault Zone designations exist for "prohibiting the siting of most structures for human occupancy across traces of active faults". Existing Facilities allows for minor alterations of topography and facilities, and includes maintenance activities.
