The City of Bell, acting as Lead Agency for the draft City of Bell 2030 General Plan (referred to herein as the "General Plan"), determined that an EIR is required to assess the draft General Plan's effects on the environment. This NOP serves as a formal notice that the City of Bell, acting as lead agency for the draft General Plan, intends to oversee the preparation of an EIR pursuant to CEQA, of 1970, as amended and the CEQA Guidelines.
